– All ships will be able to fly in atmospheres. Even the largest ones, like the battleships, can try to enter atmospheres if they want. The motivation behind this decision is that all ships have powerful thrusters ( meaning that all ship can use their thrusters to counter-act gravity ) or antigravity systems.
Other reasons include: not all planets have strong gravity; not all planets have dense atmospheres ( think of the Moon ); we can't prevent players from trying to land anyway ( we can't make a screen pop up and say “too dangerous !” ).

Of course, that doesn't mean that flying a battleship in the atmosphere of a planet will be safe either: you will have to be careful with your speed and the pressure of “air” on the hull, or the temperature; you will have to carefully watch your fuel as the bottom thrusters will be continuously firing to maintain you in flight; and if you disable the automatic compensation or have damaged thrusters, you might have to play “lunar landing” with your ship.
